DEC Environmental Notice Bulletin: Projects in Clinton, Franklin counties

Public Comment Period

DEC releases a weekly Environmental Notice Bulletin (ENB), containing notices required by environmental laws including notices of complete applications under the Uniform Procedures Act, notices under the NYS Environmental Quality Act (SEQR) regulations, notices of DEC hearings, and more. Below is a summary of recent relevant notices and comment periods for the Adirondack region.

Clinton County: The Town of Champlain has applied for an Article 17 Titles 7 & 8 Industrial SPDES – Surface Discharge permit for the Champlain Town Hall and Garage (Application ID: 5-0928-00067/00003). The applicant proposes to reissue a permit at an existing facility which  discharges treated wastewater through an oil water separator to surface water. The town is not making any changes at the facility, however the permit is being modified to bring it up to current standards.

Franklin County: Cloud Splitter Properties LLC has applied for the following permits: Article 15 Title 5 Dam, Article 15 Title 5 Stream Disturbance and Section 401 – Clean Water Act Water Quality Certification. The applicant proposes to perform maintenance and in-kind repairs at Twin Ponds Dam.

State Superfund Site Cleanup

DEC will oversee contamination cleanup set to begin soon at NYSEG – Plattsburgh – Saranac St. Site #510007(Plattsburgh, Clinton County) within New York’s Manufactured Gas Plant Program. New York State Electric & Gas will begin remedial action in the section of the Saranac River downstream of the former manufactured gas plant site through October.
