DEC’s Responses To Essex Chain Plan Comments

Polaris Bridge and the Upper Hudson (courtesy Protect the Adirodnacks)At its November meeting, the Adirondack Park Agency voted 8-2 to approve a controversial management plan for the Essex Chain Lakes Complex, finding that it conforms to the Adirondack Park State Land Master Plan.

Some observers contend that the plan violates both the State Land Master Plan and the state Wild, Scenic and Recreational Rivers Act. Three major issues are:

  • Retention of the Polaris Bridge over the Hudson River for use by snowmobiles.
  • Construction of a new bridge over the Cedar River.
  • Allowing bicycles in the Essex Chain Lakes Primitive Area.

But that’s just the tip of the iceberg. Environmental advocates, sportsmen, and members of the general public have raised many more issues, such as the appropriateness of creating a new snowmobile trail between Indian Lake and Newcomb, the appropriateness of allowing floatplanes to land on certain lakes, and whether historical buildings should be preserved or torn down.

Gibson: APA’s Legal Fiction To Motorize Forest Preserve

Dan at APA (2)I wish to recognize Adirondack Park Agency board member Art Lussi for his insistence over the past several months that the NYS Department of Environmental Conservation (DEC) provide a legal rationale for allowing expanded motorized uses in the Forest Preserve’s protected river corridors. When DEC failed again last week to provide that legal explanation, Lussi joined Richard Booth in voting no on DEC’s plans for the Essex Chain area because they fail to comply with the State Land Master Plan. » Continue Reading.

Advocate: Essex Chain Plan Snowmobile Policies

One of the most controversial elements of the Essex Chain Complex Unit Management Plan (Essex Chain Plan), approved last week by the Adirondack Park Agency (APA), is the proposal to cut a new five-mile snowmobile trail through the western part of the Vanderwhacker Mountain Wild Forest area, east of the Hudson River. This new snowmobile trail will retain and use the Polaris Bridge and is designed to connect the communities of Indian Lake and Minerva with a major new snowmobile trail, despite the fact that these communities are already connected with a major snowmobile trail.

APA Approves Controversial Essex Chain Plan

Polaris Bridge over the Hudson River (Linda McIntyre Photo)The Adirondack Park Agency board voted 8-2 Friday to approve a management plan for the Essex Chain Lakes region that one of the dissenters denounced for its “legal fiction.”

One of the major controversies is over the decision to retain an iron bridge over the Hudson River for use as a future snowmobile trail.

The Hudson in that area is classified as a Scenic River, a designation that normally precludes motorized uses and large bridges. The state Department of Environmental Conservation, however, contends that motorized use over the river predated the law and thus can continue.

Bauer: A Poor Public Process For The Essex Chain

Essex ChainThe Adirondack Park Agency (APA) will take up the question of the conformance of the Essex Chain Complex Unit Management Plan (ECCUMP) with the Adirondack Park State Land Master Plan (APSLMP) on November 12th.

This will be the APA’s “first read,” having completed on October 16th its public hearing on the final draft ECCUMP submitted by the Department of Environmental Conservation (DEC). The DEC held its own public hearing in July on this UMP. The APA is expected to approve the ECCUMP in December. » Continue Reading.

The New York State Department of Environmental Conservation (DEC) has opened several roads in time for the Northern Zone regular big game hunting season.

Albany Public Hearing On Essex Chain Lakes Planned

Essex Chain Bicycle MapA third public hearing regarding the Essex Chain Lakes Management Complex Draft Management Plan and Draft Environmental Impact Statement will be held on Wednesday, July 22 in Albany, the New York State Department of Environmental Conservation (DEC) announced today.

This is the third public hearing on the management of the newly acquired lands along the Upper Hudson and the Cedar River, the first and only such hearing outside of Northern New York.

DEC’s 11th Hour Forest Preserve Plans Criticized

Polaris Bridge and the Upper Hudson (courtesy Protect the Adirodnacks)Another thick set of Forest Preserve recreational plans and maps was sent by the Department of Environmental Conservation to the Adirondack Park Agency at the 11th hour,  just before the APA’s June meeting. It’s the second time in as many months that APA members felt unprepared.

In May, APA Member Richard Booth spoke of having to review 80 pages and 45 maps of alternative snowmobile trails through the Forest Preserve just a few days before his State Land Committee was expected to consider them in public. This month, APA Member Art Lussi  said he had less than 24 hours to review the 141-page Essex Chain of Lakes Complex Draft Unit Management Plan (UMP), which includes more than 20 maps before the Committee’s most recent meeting. “I have to comment that these plans are thrown at us in a way that doesn’t allow for us to give you input,” Mr. Lussi said to Rob Davies of the DEC. » Continue Reading.

DEC Seeks Major Backcountry Development Of Essex Chain

Essex Chain MapA draft plan for the Essex Chain Lakes Complex produced by the NYS Department of Environmental Conservation (DEC) calls for major back-country development in some of the most unique lands in the Adirondack Park, only recently acquired by the people of New York.

The plan for the Essex Chain Lakes Complex, located in the towns of Minerva, Newcomb, and Indian Lake, includes a snowmobile trail that would cross the Hudson River on the Polaris Bridge and the Cedar River on a newly constructed bridge; extensive mountain biking and equestrian trail networks; new ski trails, carry trails, and lean-tos; and expanded road access and parking areas. Dave Gibson: Consider Big Policy Issues Early, Openly

MRP-Snowmobile-Trail-3Not quite twenty years ago, Governor George Pataki’s administration made some decisions about snowmobiling on the Adirondack Forest Preserve which are still playing themselves out today. Governor Pataki’s first DEC Commissioner, Michael Zagata, signaled in 1995-96 that he would support a minimum of 15-foot wide routes (roads) for snowmobiling, cleared in order to accommodate 52 inch sleds and two-way travel. A hue and cry erupted and Commissioner Zagata did not survive in the job past 1996. The cleared width standard remained 8 foot, 12 foot for sharp curves. However, two years later in 1998 the Governor recommitted to new snowmobiling initiatives in the Adirondack Park as a way to balance, in the Governor’s view, the State’s acquisition of Whitney Park in Long Lake for the Forest Preserve. » Continue Reading.

A Push For Forest Preserve Mountain Biking

Mountain Biking by Nancie BattagliaThe Adirondack Park Agency’s promise to consider allowing mountain biking in the Essex Chain Lakes Primitive Area has generated a broader discussion – with much disagreement – of the place of bikes in the Forest Preserve.

The Adirondack Park State Land Master Plan allows bikes on trails in tracts classified as Wild Forest Areas but prohibits them in Wilderness Areas. They are allowed in Primitive Areas only on old roads used by state officials for managing natural resources. » Continue Reading.

Interim Stewardship Plan For Essex Chain Complex Issued

Essex Chain Lakes Complex Map Dec 2014The state Department of Environmental Conservation (DEC) has released a Stewardship Plan to guide interim management for public access and use of newly acquired lands in the Essex Chain Lakes Management Complex in the Central Adirondacks. The Stewardship Plan outlines a range of recreational activities that may occur in the Essex Chain while DEC develops a long-term Unit Management Plan (UMP) for the Complex area. This new Stewardship Plan supersedes the 2013 Interim Access Plan.

Lorraine Duvall: A Trip To The Essex Chain Lakes

Lorraine & culvert--Photo by Jeri WrightI had been pining to experience the waters of the Essex Chain Lakes ever since hearing of the purchase by the Nature Conservancy in 2007. But now that the Lakes are open to the public seven years later my ability to carry a boat, even a lightweight Hornbeck solo canoe, is limited. I could have done it at the age of 68, but not 75. I wanted to do it with my canoe buddies, who were even older than me, ranging in age from their late seventies to ninety.

We are a group of six women from the High Peaks region who like to independently explore the wild waters in our solo boats. Our paddling explorations began 11 years ago during a camping trip on Little Tupper Lake, returning the last day during a hurricane. Every year since we’ve scheduled trips around hip and knee replacements and family caretaking duties – ranging from three day camping excursions on Lows Lake and Lake Lila to one day trips on Henderson Lake to an afternoon on Lake Everest in Wilmington. » Continue Reading.
