Loss of Institutional Memory at the APA

acrInstitutional memory is important. It reminds folks who join an institution of any kind what the mission of that organization is, what has come before them, what was considered important then and why, what continues to be the mission today. It strengthens the links in a longer historical chain that can easily be weakened if there is no one left in the institution to remember, to teach and to motivate the newcomers.

Veterans should be empowered to help newer hires understand that they are part of an important historical legacy. This is not to say that the institution cannot adapt to new circumstances and improve. It must. It is to say that there ought to remain a commitment to always keep the legacy in view so that the compass points in the same direction.

Adirondack Park Agency staff are highly skilled resource professionals doing a difficult job on a huge scale, working under difficult legal timelines and, like the rest of us, isolated from their colleagues during the pandemic.  However, judging from comments some of them made last week during the permit issuance for the Woodward Lake major subdivision, I believe the Adirondack Park Agency has lost significant amounts of institutional memory. That can lead to mission creep.

95% Protected Open Space? APA Knows Better

At this month’s Adirondack Park Agency meeting in Ray Brook, senior APA staff presented a review of large-scale residential subdivisions permitted by APA between 2012 and today. By large-scale, they meant the size thresholds created by the APA, mirrored in pending conservation subdivision design legislation in Albany: five or more lots in Resource Management (colored green on the APA Land Use and Development Plan map), ten or more in Rural Use (yellow), and 25 or more in Low Intensity Use (orange).

Resource Management (RM) being the most protected private land use classification in the Park, I’ll restrict my post to what APA senior staff said about the four subdivision permits issued for projects of five lots or more in RM from 2012 until today. There have been four such permits issued: Adirondack Club and Resort, Tupper Lake, in 2012; Highland Farmers, Keene, in 2012; New York Land and Lakes, Bleecker, in 2015; and Barille family, North Elba, in 2017. » Continue Reading.

Advocates Offer Guide To Better Land Use Decisions

Pathways to a Connected Adirondack ParkAdirondack Wild: Friends of the Forest Preserve will make free hard copies of its guidebook Pathways to a Connected Adirondack Park available during its Keene Valley meeting on Saturday, October 12, 2019 at the Keene Valley Congregational Church.

The illustrated guidebook, authored by conservation biologist Dr. Michael Klemens, was written to de-mystify the process of ecologically-informed land use and development for a general audience. It defines and describes the threat to people and wildlife of fragmentation of large contiguous areas in the Adirondack Park by being broken up into ever smaller, isolated patches of land. The publications describes ten strategies for localities and for regional entities like the Adirondack Park Agency (APA) to adopt which can lead to better land use decisions that avoid or minimize fragmentation, reduce the ecological footprint of development and still accommodate vibrant human communities, working forests and outdoor recreation. » Continue Reading.
