Governor Andrew Cuomo’s decision in December to ban the use of hydrofracking in New York State was politically astute. The governor asserted he is merely following the recommendations in a new report from the State Health Department, A Public Review of High Volume Hydraulic Fracturing for Shale Gas Development.
That report, based on four years of research, is also politically judicious. It avoids condemning hydrofracking or sensationalizing its potential health risks. Instead, it concludes that “the overall weight of the evidence from the cumulative body of information” studied for the report demonstrates that there are “significant uncertainties about the kinds of adverse health outcomes that may be associated with HVHF [High Volume Hydraulic Fracking], the likelihood of the occurrence of adverse health outcomes, and the effectiveness of some of the mitigation measures in reducing or preventing environmental impact which could adversely affect public health.” The 184-page report is buttressed by 74 references, mostly well-documented studies and reports from the past few years. » Continue Reading.
Like many readers of the Adirondack Almanack, I have been closely following the public meetings, discussions, editorials, and position statements concerning the land use proposals for the former Finch-Pruyn lands encompassing the Essex Chain of Lakes and the Upper Hudson River. I do have my favored position, as does everyone who loves and appreciates the Adirondacks. But my intent here is to talk about the “near losses”. That is to say the geographic area of our concern, over the many years, would have been very different, if a few politicians, and engineers had their way.
Of course a near loss would have been if the State of New York had not purchased the land from the Nature Conservancy. Another near loss would have been if the Nature Conservancy had not purchased the property form the Finch-Pruyn Paper Company in the first place. The citizens of New York State could have lost it all.
But there was another potential loss, in the mid-to-late 1960’s that would have mooted all of the present discussions. There was a plan to dam the Upper Hudson in order to supply water and hydro-electric power to the parched, urban, metropolitan area of New York City. » Continue Reading.
I recently came across an essay by Edmund H. Richard in The Forest Preserve, written during the big conservation battle over the proposed construction of Panther Dam in 1947:
“A citizen may not have title to his home, but he does have an undivided deed to this Adirondack land of solitude and peace and tranquility. To him belong the sparkling lakes tucked away in the deep woods and the cold, pure rivers which thread like quicksilver through lush mountain valleys. His determination to preserve his personal treasure for posterity has been tempered by memories of campfires, and strengthened by pack-laden tramps along wilderness trails and by mountaintop views of his chosen land. To him the South Branch of the Moose is a River of Opportunity, for he has come to regard it as the front line of defense against the commercial invasion of his Forest Preserve.”» Continue Reading.
This week’s Adirondack Park Agency public hearings in Minerva and Newcomb about the classification of new Forest Preserve land along the Upper Hudson River, Essex Chain of Lakes, Cedar and Indian Rivers were well attended and informative. At Minerva Central School, there was no applause, no heckling. Folks listened to differing viewpoints respectfully, and several speakers noted a fair amount of common interests.
While most speakers favored a Wild Forest classification which would allow motorized access through an area long closed to public use, one former Finch, Pruyn manager noted the damage done to the roads by all-terrain vehicles. There was only one speaker in Minerva who favored unrestricted, unregulated, all-out motorized use from the Goodnow Flow to the Cedar River. The Raquette River, from Raquette Falls to the State Boat Launch on Tupper Lake, is one of the nicest stretches of flat-water anywhere in the Adirondacks. Paddling this river corridor under a clear cerulean blue sky, on a sunny autumn day with the riverbanks ablaze in orange and red, is exquisite. For me, though, the river’s history is as captivating as its natural beauty.
Countless people have traveled this section of river over the centuries. There were native peoples who hunted, fished, and trapped, the hinterlands of Long Lake and further into the Raquette Lake area, long before whites appeared on the Adirondack Plateau. There were the early farmers and families wanting to start a new livelihood. There were the guides and their wealthy “sports”, (and later the families of these sports) desiring adventure and recreation. There were people seeking better health and relief from the despair and disease of the cities. There were merchants, hotelkeepers, charwomen, day labors, ax-men, river drivers, and a host of others. There were the famous, the not so famous, and the down-and-out.
All of these people, and many others, used the Raquette ( Racket or Racquette ) River as a transportation highway. The number of footfalls on the carries at and around Raquette Falls is limited only to the imagination. In his book Adirondack Canoe Waters: North Flow, Paul Jamieson refers to the nearby Indian Carry, at Corey’s separating the Raquette River system from the Sacanac River system, as the “Times Square of the woods.” ( Note: In the Adirondacks one “carries” around rapids and waterfalls, one does not “portage.” ) » Continue Reading.
Like the Adirondack forest itself, New York’s beaver population had been harvested almost to the point of extinction before Albany took steps to revive it. It’s especially apt, then, that the coalition of groups lobbying to rescue the state’s Environmental Protection Fund from the Governor’s budget cuts has chosen the beaver to be its “spokesman” for the cause.
The beaver, of course, is the official animal of New York State.
A few years ago, I wrote an editorial for the Lake George Mirror about the political history of the state’s official animal. (The level of malfeasance among local governments must have been at an all-time low that week.)

For the second spring in a row, the state Department of Environmental Conservation extended the trapping season for beavers. As farmers and homeowners know, New York has too many beavers. Less than a century ago, however, the beaver was virtually extinct in New York State, and the legislature voted to finance a program to repatriate them to the Adirondacks. Unlike programs to restock the elk and the moose, this one worked.
In the August 1904 issue of ‘Field & Stream,’ Harry V. Radford reported, “Another measure which the writer caused to be introduced in the last Legislature, and which has just become a law through the Governor’s approval, is what has been known as the Beaver Restoration Bill. It carries an appropriation of $500, with which the Forest Fish and Game Commission is authorized to purchase wild beaver and liberate them in the Adirondacks.”
Radford was the individual most responsible for a program begun three years earlier to restock the Adirondacks with moose. Shortly after his victory on behalf of the beaver, he disappeared, reportedly in the Arctic, killed by his eskimo guides.
The Beaver, however, thrived. In 1905, three pairs were liberated, two in Big Moose Lake, which they quickly abandoned for a river twenty miles to the northeast. That same year, the Fish and Game Commission reported that the remnants of an original colony had been discovered in the marshy waters northwest of Upper Saranac Lake. The combined population of natives and transplants was roughly Forty. By 1914, that population had grown to 1,500 or even 2,000. The 1914 Conservation Commission report trumpeted: “The Adirondacks today are again entitled to their old Iroquois name, for they are rapidly becoming the country of the Beaver.”
The beaver was so successful in re-establishing himself in New York State that in 1975 he became the official state animal. Oregon objected, asserting that it had already claimed the beaver for itself. The editor of The Conservationist Magazine tried to soothe bad tempers on both sides by saying “Thanks to conservation there are enough beavers to provide state mammals for both states.” More than enough, apparently.
